Wiki Transforaminal Injection to L5/S1 and S1

We have a provider that has ordered a TF ESI to the L5/S1 and the S1. Doesn't the L5/S1 already cover the S1 area? Or does the S1 get to be counted and billed as an add on code 64484? This has been the great debate with said provider. Please help me answer this question once and for all. I will only bill the 64483 (bilate or unilat) for the L5/S1. Is this correct or am I wrong? Thank you in advance. And also sorry if this is a really dumb and obvious question.

Per CPT book 64483 is for single or multiple injections at same sight. Since code description is level the L5-S1 is one no mod 50
