Wiki Time Based Coding - Records review

I work in a specialty group, where most of the E&M coding is based on time. Can review of medical records prior or after the visit be inclusive of the "face to face" time? I am getting a lot of kick back from the physicians because they feel that it should. Please help.:confused:
 
It is my understanding that in the outpatient setting, time based billing only includes services provided face-to-face with the patient and/or family.

If you are talking about inpatient setting, then yes, review of records would count as "unit/floor time"

If they were reviewing the records with the patient, then that time could be counted.
