Do graduates with Physical Therapy Degree from Foreign Accredited Universities meet requirements of “Qualified” personnel who can perform therapy services under physician supervision for Medicare beneficiaries?

“Qualified” personnel when directly supervised by a physician (MD, DO, OD, DPM) or qualified NPP, and when all conditions of billing services “incident to” a physician have been met. Qualified personnel have met the educational and degree requirements of a licensed therapy professional (PT, OT, SLP) but are not required to be licensed. Please note that unless these therapy services are performed by a “qualified” person, the services are not covered and must not be reported for Medicare payment.

They need to be supervised by the same specialty. PTs can only be supervised by another credentialed PT. The plan of care may be certified by an MD, DO, NPP. The actual treatment, however, must be supervised with a PT. A PT cannot supervise an OT or vice versa. It's specialty to specialty.
