I have a couple questions about telehealth for new patients:
1) For E/M 99202-99205 with modifier 95, are we getting paid the same amount as 99212-99215 with modifier 95 because it's a telehealth?
2) Is telehealth for new patients visit only allowed during PHE?

Good questions!
1. For E/M new patient telehealth visits, you should be getting paid the same as 99202-99205 in-person. Most payers are following that rule.

Some private insurances are no longer paying for telehealth for any reason and some are not paying when it's not COVID-related. You have to check with each payer.
