Wiki Surgery done by another Dr. who retired

If a patient has had surgery by a doctor who retired and comes to us for their follow up (no official transfer of patient) how would I code the post op?

Since the Global period follows the surgeon who did the surgery do I use an after care code like V58.78 (aftercare following surgery) with an E/M code?
