A patient requests physician order a Mirena or IUD. Supply is ordered, then patient decides does not want. Who is financially responsible?

Technically, since the patient did not receive it, she isn't responsible for the charge. May consider collecting up front in the future to avoid this. Is it not possible to use for other patients?
