Wiki squamous cell carcinoma in situ

Needing help with a path report diagnosis.
This is from a pathology report from - Skin lesion, left lower arm -
Superficially invasive squamous cell carcinoma, arising in background of squamous carcinoma in situ.
Squamous carcinoma in situ extends to ingerior excision margin.
Actinic changes present.

Should this be coded squamous cell carcinoma in situ 232.6 and squamous cell carcinoma of skin, upper limb 173.62?

232.6 since it is arising this still classifies as insitu.

Do you have documentation you can share that states when it is 'arising' - then not to use the invasive squamous cell diagnosis, that it is still considered 'in situ'? I always thought once you have an invasive component, depth-wise, you would no longer use the 'in situ' diagnosis. Thank you.
