Wiki sleep study interps and new patients

I have recently received some Medicare denials on new patient visits. We provided a sleep study interpretation and then saw the patient in office as a referral. I was told if we provide any services, then the patient is not considered "new". Has anyone else found this happening? I'm not able to find anything on Novita's website regarding this.
