Shoulder scopes always confuse me...

Procedures Performed:
29821-Extensive synovectomy (performed anterior, superior and posterior)
29822-Debridement of labral tear
29828-Bicep tenodesis
29826-Subacromial decompression

I'm stuck on whether I can add a modifier 59 to the 29822 or if I should combine the work involved in 29821/29822 and bill as 29823. Any suggestions would be greatly appreciated!

If the synovectomy is not in same area as 29828 and 29826 I would combine 29822 and 29821 into 29823.
