With the NCCI Guidelines being out for 2013 and the shoulder joint being considered ONE joint, are physicians now not going to be able to bill multiple shoulder procedures if done in the same shoulder since modifier 59 is not going to be allowed to by-pass the CCI edits?

For example,

If 29824, 29826, 29823, 29827 were billed for the right shoulder, would we only be able to bill one procedure in 2013? In the past, we have been able to add modifier 59, if procedures were inclusive, but it doesn't sound like we will be able to do that in 2013.

Any clarification would be greatly appreciated because I am 100% sure the orthopaedic surgeons I code and bill for are going to be asking me about this.
