Wiki secondary claims - mid level provider

Does is legal change the provider in order the secondary payer pay the claim?

ex. medicare pay claim to mid level provider but secondary commercial insurance denied. my boss want's me to change the mid level to the MD so secondary insurance pay claim. Please advise.
