Wiki removal of hardware

The doctor removed hardware thru 6 different incisions. He wants to charge 20680 six
times ( one for each incision ).
It is my understanding that if the hardware was for one fracture, you could only charge
once, no matter how many incisions are involved. If it was from two different fractures
then you could charge twice.
Am I correct, or is the doctor?

You are correct. The only thing you could do is add a 22 modifier.
