If a ED MD/provider attempted in reducing a fracture, and it is unsuccessful, leading to the scheduling of ORIF OR procedure on the same day as the initial reduction by a different MD/provider? Is it appropriate to code both procedures and append modifiers? If so, which modifier would be applicable?
