Wiki Recoupment issue

Can I bill medicare for a claim that is being recouped by another insurance from 2016, cause medicare was primary for the patient and we did not have anything from Dr Office or Patient that Medicare was primary. Other insurance told me to bill medicare for these two claims and file a Administrative Error Letter to them showing proof that we did bill in timely manner. I have never heard of this. any suggestions would be appreciated.

If the recoupment was done via EOB you have from the date of EOB, not the date of service. I would submit it and then appeal the timely denial with a copy of the EOB.
