Wiki Radiology diagnosis coding for chronic conditions

We are having a disagreement in our office so if you could supply sources it would help.
If a patient has a chronic condition ie:sinusitis and the xray is normal can you diagnosis code the xray for sinusitis. Thank you

Sinusitis can be coded when there is no other signs and symptoms present.

What about when a CT impression states "chronic changes but no acute abnormality"?
