not necessarily. An admission or observation is defined by the physician and not by length of stay. If the physician ordered to admit then it is inpatient if he porders admit to observation it is outpatient. If he states admit to short stay I would call that inpatient.
 
Short Stay = Outpatient

In our hospital "Short Stay" equals "Outpatient." In fact, it's actual name is "Outpatient Short Stay." So the POS is 22 (Hospital out patient)

So check with the facility, and make sure that ALL your providers are consistent in using the same language to mean the same thing.
