If a patient has a dx of pulmonary HTN, whether its POA Y or N, then does the patient by default have essential HTN...I10 ? Do I have to code I10 along with the pulmonary HTN?

No, pulmonary hypertension and essential hypertension are two different and distinct conditions. You can't assume one or the other is present unless documented.
