Wiki Procedure Facility Charge in Teaching Facility

Does anyone have reference for charging on the facility side when an attending is not present for a procedure performed by a resident?

I understand that the pro fee cannot be charged, but cannot find definitive reference that the facility cannot charge for the procedure.
