Wiki Problem with medication per ad on TV

Hello,

I have a patient came in and saw a doctor regarding the ad that he/she saw on TV, stating that there was a problem with medication and should stop the use. There are no symptoms. Pt did not want to be examined, and did not want any lab work done. No ROS was done, no HPI, only past social was done and vitals. Patient was recommended to call treating doctor and discuss the use and side effects and whether OK to continue, stop or change the meds. Go to ER if problems.
Doctor choose DX code Z71.89 encounter for medication counseling.

I say this can't be coded and charged, but just needed more thoughts on it as I never came across something like this. What do you think?

we come across this a lot in our clinics, if vitals were done, it does constitute a 99211.
