Wiki primary/secondary insurance

we have a patient who just became effective with her ins 5-1-2013 with pre existing conditions. she has decided to keep her previous insurance by paying cobra. can you tell me which one would be primary?

insurance is provided thru her husbands work....

This is something you need to verify with the patient and her insurance. When she elected the husband's insurance, did she notify them that she had other primary coverage??? Each insurance should be notified of the other coverage with designations of prime and secondary. Otherwise, you'll be back and forth and get nothing paid!!
