Wiki preventive visit no LOPS

Do I have this correct? The only preventive visit code a podiatrist can bill is G0245/G0246, for patients with LOPS, correct? So, for foot exam on patients with DM but no LOPS (and no other complaints), isn't this a preventive visit and not billable to insurance?
