A patient comes in for preconceptual counseling because she is HIV+ and wants to
get pregnant. They counsel her her options. Is this E/M or Prenentive Medicine counseling.

I would say this is an office visit not a preventive visit. Her reason for encounter had nothing to do with a wellness evaluation but an assessment for conception.
