66250 don't understand h59.89 joke practicode

Let me first say I regret purchasing Praticode, it's a joke. The rationales are not rationales at all. ( I am really good at teaching myself if given the answer and with this I cannot figure it out.)

Does anyone know why the code is 66250 and not 66172?
Also the icd 10 I'm suppose to use is H59.89, how am I suppose to map it?
