I have a provider who failed to complete sufficient PQRS data in 2015 and as a result is experiencing a 2% downward reimbursement adjustment for 2017. Could someone tell me if these downward adjustments are "permanent" (barring additional quality reporting penalties or merits) or if the reimbursement decrease is limited to one year (2017) and return to full reimbursement?
