Wiki Postpartum Billable or not?

Patient had lysis of perineal adhesions 4 weeks postpartum, patient injected w/ lidocaine, #15 scalpel used, AgNO3 applied bilaterally. Note does not refer to any closure done.

Is this billable? if so, what code?
