My doc wants to use a modifier 59 on arthroscopic procedures done on the shoulder if one is posterior and the other is anterior. Does this constitute a 59?

For example, posterior capsulorrhaphy (29806) and anterior lysis of adhesions (29825-59)...

Please give me feedback. Thanks.

When billing shoulder procedures it depends on what "region" of the shoulder the procedure was performed in. We can add a mod 59 when the procedure is in separate "regions": glenohumeral joint, acromioclavicular joint and subacromial bursal space.
