Wiki Planned treatment at neoplasm not carried out - pt refusal

Good Morning All,

When a patient has a previously excised malignant neoplasm but refuses further treatment (such as chemo) , do we code as if the neoplasm exists along with a code like V62.6 or do we code it as history of [excised neoplasm]?
 
The neoplasm still exists even though the patient declines treatment so code it as a neoplasm I would not use noncompliance for a patient refusing treatment since there is no treatment for them to be non compliant with. But that is my opinion.
