If a patients primary care physician is performing a pre-op that was requested by an outside surgeon, can that be billed as a consult? Or is it an established visit?
 
That wouldn't be a consult. That would be an established problem (reason the patient is having surgery) the primary care doctor is already treating the patient for.
 
Thanks for your reply. What if the PCP isn't treating the patient for that problem? For example, the patient is having knee surgery. The PCP hasn't seen the patient for that problem, only for hypertension.
