Wiki Patient declined Physical examination

Please advise how do we code, when we get scenario like Patient Declining the Physical Exam. The Chief complaint is hypertension/asthma etc.. They are Covid exposed patients. Since PE is not documented should we have to consider as Minimal E&M - 99201.
