Wiki PA vs APRN with a new vs established edit

I'm getting a new vs established patient edit. My new patient PA visit is hitting off an APRN visit. Should this be changed to established if the payer is Medicare? I think it should be am being told it shouldn't - the edit is for PA vs PA or APRN vs APRN.

If the patient has seen any provider in your office of the same specialty, then it's established. PA vs APRN is irrelevant.
