If the provider orders one elbow x-ray for the right and also one for the left, can you count that as two points for ordering tests for MDM? or does it count as one because the CPT code doesn't change, just the laterality modifier?

Hi there, based on the guidelines that is one test. I checked through some CPT Assistant back issues but don't see this addressed.
However, I think it is definitely a grey area because the test isn't inherently bilateral, the order includes the review and I would argue that the work of reviewing bilateral images isn't the same as reviewing a unilateral image.
