If a provider orders a test and the patient comes back in a week for the test. Can we count the order of the test on the initial E/M visit, if we bill a CPT code for the test on the testing day? Ex: is patient needs allergy test saw provider, test was ordered for 1 week later, because the patient was taking antihistamines.
 
Unfortunately, no... , you cannot count it at all in the MDM if you are billing for it. No double dipping :) Now, on the other hand , if you are NOT billing for the allergy test, you can count it in the MDM as test ordered on the encounter day.

On the encounter day we will not be billing the test because medications taken so therefore we bring the patient back another day to perform the test.

Even if the test is performed on another day my understanding is it still can’t be counted towards medical decision making if you will be billing for the test.
 
That's correct. Anytime you are billing for a test , no matter what day it was performed, it still cannot count in the MDM.
