Wiki Office visits for Rehab patients

I have some ortho patients that have been referred to our office. They are in a rehab center, but brought to our office for new patient visits, casting, x-rays, closed treatments. Medicare is not paying stating the patients are in-house and the charges are not payable. Does anyone have a solution?
