Wiki Office visit prior to colonoscopy?

In a GI practice. I know that an office visit prior to colonoscopy isn't billable when no medical condition is being managed. However, Patient presents to discuss colonoscopy and physician mentions Patient has anxiety. No specific treatment for anxiety is administered, just office discussion of colonoscopy prep/procedure, etc. Physician codes 99243. Does "anxiety" count as a medical condition being managed, enough to warrant level 3?

Here is the A&P:

Assessment
? Anxiety
? Family history of colon cancer
? Personal history of colon polyps

The patient is concerned and mildly anxious regarding the health of her colon and delaying colonoscopy for an extra year. Colonoscopy was discussed with the patient. She wishes to proceed with the examination soon.

Plan
Colonoscopy was recommended.

The risks and benefits of colonoscopy were discussed with the patient and conscious sedation was discussed. It was emphasized that a personal driver is needed both to and from the procedure.
