Office billing 81003 and sending to lab for a Urine C&S that includes 81001 same day

Is it appropriate for a clinic to bill for a 81003 (automated U/A w/o microscopy) - when the reference lab separately bills 81001 (automated U/A with microscopy) the same day when specimen is sent for Urine C&S?

Would this be considered duplicate billing by the provider as the U/A is a component of the C&S that we are ordering?

Unless the office is doing the testing, all you bill for is the specimen collection I think.
A microscopic UA is going to show the solid cells and and whether a culture/sensitivity is even needed. 81001-urinalysis, and if needed 87088- culture and 87181-87187 for the antibiotic sensitivity studies.
