What point in the delivery does the "delivering" (physician charging for delivery) have to be present for it not to be necessary to use a reciprocal arrangement, and for us to not bill the hospitalist who is present at the beginning of the delivery?

Here is the scenario...Our employed physician is attending another delivery. Our hospitalist is in the delivery room for delivery #2...he begins delivery (let's say delivers head and shoulders) employed physician comes in and finishes delivery, cuts cord, and delivers placenta.

Would this constitute a delivery for our employed physician??

They are fighting over who gets to bill for the delivery.
