Wiki No Show Fees for County Health Department

I know that we cannot bill Medicaid patients for no show fees from our practice; however I am having trouble finding documentation regarding the county department of health patients. I believe that since the county health department is funded partially by state and federal funds we would not be able to bill these patients for no show fees; however my supervisor believes differently. She states the health dept is not a form of Medicaid, therefore we can charge the fees. Does anyone have any guidance in this matter?

County Health departments are funded by state, county and federal funds, Medicaid, grants, fees and contracts. Given the government funding, I would not bill for missed appointments.
