What makes you think it is not? Does the MD not have the parent's permission to treat?

It was a telephone visit, and the parents were not home at time of call.

Would you have seen the patient in the office if they walked in for an appointment without their parent? Whatever your answer is for that, do that for this.

In this case, though, it's water under the bridge - too late to not see the patient. But really it is a question that should be directed to the practice manager, not the coding forum, if there's a concern that physician has potentially treated a patient without the legal authorization to do so.
