Wiki New vs. Old Consult in ED then follow up in office??

Hi. I work in an outpatient ASC which is also a teaching facility. Our residents are always seeing patients for consults in our Emergency Department and then they come in for a follow up in our outopatient clinic and see the same resident (different attending). Ok, so i am being told to bill 99202 for the ed consult (which i am also told gets written off and can't be billed as there is no specialty attending there to be charged) and then when the patient comes for their follow up to the office i am told to bill the 92002 new patient eye code. I doesn't sit well with me for some reason, is this correct?
