We have a new doctor joining our practice. He has established pts that will follow him to our practice. We will billing under our established tax id number. Can we bill his current pts as new pts?

No. New patient E/M is specific to the provider/patient relatationship, regardless of whether or not the provider has seen the patient in a different place of service or facility previously. So even though the patient is new to your practice, they are established for the provider. It really follows his NPI, which doesn't change, even when joining a new practice.
