Wiki new coder has discharge question

If a patient is admitted as inpt from ER by ER doc, a OB-GYN doc is called in to evaluate the inpt, does the discharge have to be made by the admitting doc. I have a discharge note from the OB-GYN doc. Wasn't sure how to code this? Any help appeciated.

Did the er doctor transfer part or all the care over to the obgyn? If all the care yes the obgyn doc can bill.
