Our pratice will be starting an ASC and I am looking for any books or other info that I can get to help us with how to bill , what we can and cannot bill and how to bill for supplies if we can. ( IE: vascular stents, surgial trays etc...)

Although books are great...your best resources are regulatory guidance. Below is guidance from CMS, ASC Association, one of the CMS contractors (NHIC), but other contractors publish their guidelines, and the AAPC.
