Here is a scenario we are dealing with:
Patient comes in the office and the doctor recommands arthroscopic surgery as an option for Treatment.
Patient is undecided and wants to go home to think about it. A week later the patient makes an appointment and tells the doctor he wants the surgery. Can the doctor bill an H&P that day?
