A physician is administering a flu vaccine and zoster vaccine to a Medicare patient on the same day. Medicare does not cover zoster vaccine so we append modifier GY to the 90471 cpt code (zoster administration). Do we add modifier 59 to the G0008 code(flu vac admin)? or to the 90471 (zoster vac admin)?
