Wiki Modifier placement

Does it matter which cpt code the modifier is placed onto? For example if i am billing two procedures and a modifier 59 is required to distinguish 2 different techniques were done, append modifier to first or second procedure? What is the rule on this?

When using mod 59 I always place it on the second CPT

I place the 59 modifier on the CPT that has the lower RVU. Typically the higher the RVU the more you get paid so you want the reduction taken on the lower RVU code. Hope this helps!
