Wiki Modifier 62 - spinal instrumentation

In the AANS managing coding book they say do not append modifier 62 to spinal instrumentation codes 22840-22848 BUT beware CMS payment policy still allows modifier 62. This is confusing so when can you add modifier 62 to the instrumentation codes? Can anyone explain this?
