After axillary node dissection patient was retuned to the OR within the post op period for insertion of an infuse a port. Which modifier is appropriate?

I am not certified yet, so take this for what it is worth:

Was this a planned return (as in staged procedure--mod 58) or was this unplanned (mod 78)?

I do not believe 59 would be used in this case as it states it is for "distinct or independent services.....performed on the same day."
