Wiki modifer question on new Psychological codes

My provider is billing for 96130,96131,96136,96137. My computer system is editing stating code 96136 needs modifier 51. Should I add modifier 51 to code 96136?

So far, my claims are being paid without using modifiers on the base codes. No modifiers are needed, of course, for the add-ons 96131 and 96137. Though there may be an insurance company or two (or your state's Medicaid program?) that may want that mod, Medicare, Magellan, Aetna, and Highmark are paying my claims without it.
