Our office experienced rolling black outs in Feb. One on my physicians had a patient in the OR, under anesthesia, when all of the sudden, the power went out. The procedure had to be discontinued. He did perform the surgery 2 days later, successfully.

Can he bill the procedure code with a modifier 53? I know you can bill this if something like irregular heart beat starts or something to that effect, but I'm not sure about power outages.

I don't see why not. I would send the OP note with it, hopefully it explained what had happened. What did anesthesia do? Are they billing?
 
Yes you may bill this with a 53, you also need a V64.x (I would use V64.3) as a secondary dx code and link it to the procedure as well.
