Claims are not submitted under a coder's name, there is no place to record a coder's identity on a claim. If you mean that another coder is using your credentials in the employer's billing or medical records system, that is a different matter. That would probably be a HIPAA security violation that you should report to your compliance officer. Employees should not be able to share access to PHI or medical records because it compromises the security of the data, and in addition, as your example suggests, makes it impossible to identify who is actually entering information into the records.
 
I am very confused.. Are you saying your identity has been stolen by someone to procure employment? All of your Identity or just your AAPC number? If an employer is reporting income under your SSN and you never worked there then it sounds like identity theft and you need an attorney.
